Thank you for contacting me about legislation signed into law last year regarding horse slaughter.  I appreciate having the benefit of your thoughts.   In 2006, the House of Representatives defunded the government’s ability to inspect plants that slaughtered horses for human consumption. Without inspections, the meat could not be sold, which essentially put this industry out of business.  While Horses were no longer being slaughtered here in the U.S. they were being transferred – often inhumanely – to other countries with far fewer regulations than the United States.  

On November 18, 2011, President Obama signed Public Law No: 112-55.  This piece of legislation contained three appropriation bills, one specifically dealing with funding for the Department of Agriculture. Contained within this portion of the overall bill, was a measure to begin funding these types of inspections again. Adding this provision has allowed horse slaughter to resume here in the U.S. I had strong reservations about the overall funding in this appropriations package, as well as a number of policy riders added during the Conference Committee between the Senate and House, and for those reasons I voted against this bill.  

On April 9, 2012, I had the privilege of meeting a special young man in my D.C office; Declan Gregg. Declan is from Greenland, New Hampshire and is a typical nine year-old boy. However, he has something most other kids his age don’t posses: a strong passion for an issue that he cares deeply about. Declan doesn’t just oppose the inhumane treatment of horses; he’s actively involved in trying to stop it.  After having met with Declan and hearing from many Granite Staters, I co-sponsored HR 2966, the Horse Slaughter Prevention Act of 2011.

This legislation was introduced by Congressman Dan Burton (R-IN). This legislation prohibits the shipping, possessing, purchasing, selling, or donation of horses and other equines to be slaughtered for human consumption.  The bill has been referred to the House Energy and Commerce Committee where it awaits further action.  While I am not a member of the House Energy and Commerce Committee, I look forward to supporting it should it come to the House Floor for consideration.

I met Declan and his family a couple times.
He read my book, “Wind, Wild Horse Rescue”
And took it with him to DC to give to Pres. Obama.
